The organization “Tolu-e-Islam”, which publishes a magazine in the Urdu language under the same name, “Tolu-e-Islam,” are followers of a man named Ghulam Ahmed Perwez—one of the leaders of misguidance. He rejects the Sunnah, Islamic beliefs, and the religion itself, as is evident to you from the attached paper detailing some of his malicious beliefs. Since they have active operations in Kuwait, and we have heard they are also active in some other Gulf states, Pakistan, and other countries as well, we kindly request the issuance of a fatwa (legal Islamic ruling). This is so the general Muslim public may know their true reality and not be deceived by them, as they are unfortunately spreading ideas hostile to the Book of Allah and the Sunnah of the Messenger ﷺ, as well as blasphemous views, all under the name of Islam. Your honorable fatwa will have the greatest impact in putting an end to this malicious tribulation, establishing the truth, and destroying falsehood, Allah willing. May Allah, the Most Generous, reward you with the best of rewards for this. We also hope your fatwa will include the Islamic ruling regarding the Qadiyani (Ahmadiyya) sect, as they also have some activities in Kuwait and elsewhere. May Allah reward you with the best of rewards.
Answer:
After reviewing the beliefs and views of the sect known as “Tolu-e-Islam,” as published by its founder “Ghulam Ahmed Perwez” and his followers in books and articles, and looking into the fatwas issued against this sect by many Muslim scholars across several regions of the Islamic world, it has become evident that this sect has accumulated numerous misguidances, including:
- Rejecting obedience to the Messenger ﷺ, denying the authoritative status of the Sunnah, and claiming that the Qur’an is the sole source of legislation.
- Distorting the pillars of Islam in a manner that contradicts the Qur’an, the Sunnah, and the consensus of the Ummah (Muslim community). To them, Salah (prayer), Zakah (obligatory charity), and Hajj (pilgrimage) carry specific esoteric meanings, resembling the interpretations of the heretical Batiniyyah sects that have defected from Islam.
- Distorting the pillars of faith in a manner that contradicts the Quran, the Sunnah, and the consensus of the community. For instance, they believe that angels are not real beings but rather the forces embedded within creation, and they view ‘divine decree and predestination’ (al-Qada’ wa al-Qadr) as a Magian (Zoroastrian) conspiracy.
- Denying Paradise and Hell, claiming that they are not physical, real places.
- Denying the existence of Adam (peace and blessings of Allah be upon him) as the father of mankind, claiming that his story is merely allegorical and not historical reality.
- Interpreting the Noble Qur’an based on personal opinion and whim, and claiming that the rulings of the Quran are temporary rather than eternal.
Among other deviant beliefs and opinions that this group has adopted and propagated. Any single one of these beliefs is sufficient to establish this group’s defection from Islam and classify them among apostates; so how then when multiple forms of blasphemous beliefs are combined within them? Anyone among the general public who reflects upon these beliefs and views will see that following them means abandoning the path of the believers and distorting what is fundamentally known of the religion by necessity.
Based on the aforementioned:
Whoever follows this group, advocates for it, or beautifies its views to the people through any media medium is a kafir (disbeliever) who has apostatized from the religion of Islam.
It is incumbent upon the Muslim ruler to demand their repentance. If they repent, desist, and return to true Islam, [they are accepted]; otherwise, they are executed as a disbeliever. It is mandatory for all Muslims to be cautious of and warn against this misguided group and other sects that have deviated from Islam, such as the Qadiyaniyyah (Ahmadiyya), the Baha’iyyah, and similar groups. We advise our Muslim brothers to hold fast to the Qur’an and the Sunnah, and to follow the Sahahah (Companions of the Prophet ﷺ), the Tabi’un (Successors), and the guided Imams after them who are recognized for their knowledge and piety.
We ask Allah to suppress the enemies of Islam wherever they may be and to frustrate their plots. Indeed, He is capable of all things. Allah is sufficient for us, and He is the best Disposer of affairs. Praise be to Allah, Lord of the Worlds. And with Allah lies all success.
