The Ruling on Publicly Disclosing the Faults of the Ruler

Question:

May Allah reward you with good, Your Eminence. This questioner asks: Is it permissible to publicly disclose the faults of the ruler to the Muslims in front of society and the people? ​

Answer:

You have heard the discussion regarding this repeatedly: that it is not permissible to speak against the rulers. Because this causes evil and fragmentation within society and divides the unity of the Muslims. It makes the rulers of the Muslims hateful to the citizenry and makes the citizenry hateful to the rulers, inciting discord and evil. This may even lead to rebelling against the authority of the ruler, the shedding of blood, and consequences that are not praised.

So, if you have a specific observation or concern, convey it to the ruler privately—either verbally if you are able, or through writing, or by informing someone who is in contact with him to relay it. This is to be a sincere advice to the ruler, and it must be private, not public.

This was mentioned in the Hadith:‘Whoever wishes to advise the ruler, let him take him by the hand and advise him privately.’ This meaning has been narrated in the Hadith from the Messenger of Allah ﷺ .
