Question
What is the ruling on migrating (making Hijrah) from Arab countries where the Sharia (law) of Allah is not implemented?
Answer
Migration remains obligatory until the Hour begins. It is defined as moving from a land of disbelief to a land of Islam to protect one’s religion.
Therefore, if you face harassment (or oppression) regarding your religion and are unable to practice your religion openly, migration becomes obligatory for you.
However, if you face no such oppression and are able to practice and openly display your religion, then migration is not obligatory for you.
