As for him being alive, no, he is not alive. If he were alive, it would have been obligatory for him to believe in the Prophet (peace and blessings of Allah be upon him and his family) and to strive in jihad with him, yet none of that ever happened. Al-Khidr, like any other human being, passed away in his own time, as is evident to us.
Furthermore, Al-Khidr was not a prophet; rather, he was a man to whom Allah the Exalted granted knowledge that Moses (peace and blessings of Allah be upon him) did not possess. This was because Moses (peace and blessings of Allah be upon him) had said that no one on earth was more knowledgeable than he was.
So, Allah (Glorified and Exalted be He) showed him this sign to demonstrate that even though Moses (peace and blessings of Allah be upon him) possessed vast knowledge of Allah’s law, he could still miss out on other types of knowledge. Yes
